Restore `upload-button` feature #2155

The feature was dropped in https://github.com/sindresorhus/refined-github/pull/2068
It was made of two parts:
- the info bar was hidden
- the upload button was added
Now it should be reimplemented so that the CSS is only applied when the feature is enabled. In short, the feature should become minimize-upload-bar or something along those lines.
Enabled: bar is hidden, button is added Disabled: bar is visible
