Flat Frons shattering condition #1812

Vehemoth's Flat Frons ability should only shatter targets bellow 40 hp that are actually frozen by the primary ability, see issue #1742 Frozen is a status (has indicator) and can also be performed by Snow Bunny's Chilling Spit when upgraded and used at melee range.
