[BUG] Generated TOC always jump to the first heading if headings are the same #2581

Current behavior

For example, if I have headings with the same name "Download" under different headings "Boostnote" and "Boostnote-Mac", clicking on the "Download" in the generated TOC always jumps to the first "Download" which is "Boostnote/Download"

Expected behavior

Clicking on different headings should jump to the correct heading.
