Migrate to Discord.js v13 #684

For the future of Atlanta, we definitely need to move to Discord.js v13. This includes:

the migration to Slash Commands. We have to remove all the message commands and replace them with slash ones. We can use Discord Bot Template as an example of structure.
the use of buttons when needed instead of message collectors.
