The bug is caused by Refined GitHub. It doesn't happen if I disable the extension.

Description

I'm getting Your token rate limit has been exceeded. even though I just generated it. The same happens when I open the download link in the incognito mode. Also, the token field on this site is blank and when I enter the token it does not save it. At the same time the token is present in the extension settings.

EDIT: now I got it, you didn't really input your token...

User-to-server requests are rate limited at 5,000 requests per hour and per authenticated user. All OAuth applications authorized by that user, personal access tokens owned by that user, and requests authenticated with that user's username and password share the same quota of 5,000 requests per hour for that user.

Also Refined GitHub does not pass the token to it, so you'll have to set it again there. I'm not sure why it's not saving it for you because it works for me
