unwanted form change when confirming an issue title with Kana-Kanji input #4323

If I confirmed the kana kanji in this state in a issue title editing form,

Browser cursor moved from title form to body form like screenshot above, and the same content inputted twice(title and body).

confirming kana-kanji should not change form. just confirm kana-kanji.
