Add a keyboard shortcut open the dropdown on the focused comments #3719

This was declined in the past https://github.com/sindresorhus/refined-github/pull/3242#pullrequestreview-440977135

on their own, delete/edit aren't actions one needs to take that frequently.

My idea in that discussion was that we could have a shortcut to open the dropdown first and then put more shortcuts just in the dropdown. Because if we start adding shortcuts for every action we’d run out of letters (and into conflicts) pretty quickly.

I think it's acceptable. At least it is kinda keyboard shortcut.
