Also hide `0 Packages` tab in user profiles #2724

We have https://github.com/sindresorhus/refined-github/blob/master/source/features/hide-zero-packages.tsx but it only works on repos.

It should also hide the same tab on profiles (actually I think it only appears on your own profile, but still annoying):
