Restore `close-out-of-view-modals` feature #2701

With Chrome extension, build status icons (❌, ✅, etc.) in "branches" seems not working on click when close-out-of-view-models feature is enabled.

If this feature is disabled, it works as expected (you can see a popup window around a status icon):

I first saw this problem in a private repo, but I also confirmed in this repo: https://github.com/sindresorhus/refined-github/branches
