Labels popup is underneath comment div #2456

I've noticed this when trying to add labels to a PR. I've disabled the extension, and it acts as expected.

I can't give a full URL as it's on a GHE behind a VPN.

With extension:

I checked the z-index on the label panel, but no matter what value I set it to, it's always underneath the 'comment' div.
