Update to Lerna 4 #613

We struggle a bit to upgrade our monorepo to Lerna 4. Who can help us?

Approval criteria for this PR:

• Upgrade the monorepo system so it works with Lerna 4.
• It must successfully pass all checks (Note that there is Windows, macOS and Linux, and there are Node versions 12, 14, 16 and npm versions 6 and 7.)

(We are not interested in migrating to another package manager or build framework)
