FFmpeg Encoders refuse to fall back to software mode in 0.9.x #295

Description

With version 0.9.x installed, the FFmpeg encoders will fail to fall back to software assisted encoding for settings that are not supported by GPU encoders. This is a regression to v0.8 where this behavior still works fine.

Known causes:

• Rescale Output
• GPU != 0
• Non-NV12 color format
